Pardoned Nigerian Soldiers Deployed Back To The Field To Fight Boko Haram

The Nigerian Army has deployed 3,032 pardoned soldiers in the North-East to fight Boko Haram insurgents. The affected soldiers had been summarily dismissed from the military in 2014 over offences allegedly committed as part of the troops involved in counter insurgency operations in the North-East.

The soldiers were dismissed by their unit commanders at the peak of the Boko Haram attacks in the North-East in 2014.

Many soldiers had at the peak of the battle against Boko Haram last year allegedly disobeyed their commanders and reportedly declined confronting the insurgents with inadequate weapons.

The 3,032 soldiers were among 5,000 dismissed soldiers whose cases were reviewed by a military panel led by the General Officer Commanding, 1 Division, Maj. Gen. Adeniyi Oyebade. The panel had been set up by the army authorities to revisit the cases of the soldiers in August 2015.

NBC to Improve Access to Digital TV

Emeka Mba, director general, National Broadcasting Commission (NBC), has said that about 22million households in the country does not have access to digital television as the country look forward to a new deadline of June 20, 2017 migration to digital broadcasting.

He added that there are 37.3million households in the country out of which 26million has television and 4million with digital television subscription.

He further explained that the Commission has acquired 500,000 set-top boxes for its digital broadcasting pilot in Jos, Plateau state.

“Nigeria will require about 30million set-up boxes in the next 3 year in covering the country, we have now coordinated another agreement with our West African neighbours and have agreed on a new deadline of June 20, 2017 to complete the digital switchover and achieve analogue switch off.

When it became obvious that government could not spare the money, and in order to avoid missing another deadline, we began to consider other options. Our broadcast frequency, which is to eventually form part of the digital dividend after the DSO, had portions of it laying fallow while our broadcasters were still using parts of it. We therefore proposed and got proper permission from government to license part of our spectrum laying fallow and to use the proceeds to finance the DSO.”

We have successfully licensed MTN Nigeria Ltd to use a part of the 700 MHz to provide digital pay TV broadcasting services. We have thus raised 34 Billion Naira, slightly less than 50% of our budget. Through this singular move, Nigeria has once again pointed the way for other African countries struggling with the effort of finding financing for their own digital switchover programmes, he said.

He noted that, the use of the band 470 – 862MHz solely for UHF Television Broadcasting Service on a primary basis in Nigeria predates both the National Broadcasting Commission (NBC) and the Nigerian Communications Commission (NCC). “As a matter of fact most administrations in ITU region 1 use the entire 470 – 862 MHz for UHF Television Broadcasting prior to ITU WRC-2007 conference.

In 2006, ITU planned the entire 470 – 862MHz frequency band for Digital UHF Television Broadcasting for ITU Region 1 to which the Nigerian Administration belongs. As a matter of fact, the planning of 470 – 862MHz frequency band for Digital UHF Television is referred to in the ITU circle as GE-06 Plan and after the Signing of the Agreements resulting from this Plan it is now referred to as the GE-06 Agreement.

This should clear any doubts as to where these frequencies belong until after the completion of the digital switch over.

He highlighted the Commission’s plans for the switch over to include off-shore mass production and delivery of initial subvented set-top boxes for Jos pilot project is envisaged to be completed by end of October, while the local manufacture of the set top boxes is expected to begin in April 2016.

On the Signal Transmission Infrastructure, he said that, the
critical activities for this segment include publishing the RFP, concluding the National Signal Mapping, awarding the transmission MDAs, designating the ITS for Jos and beginning live digital transmission; and we plan to be done with these by the end of December, 2015.

PHOTOS: Details Of Saraki’s Mighty Assets In & Outside Nigeria.

According to Sahara Reporters, new documents have been obtained, revealing Senate President Bukola Saraki’s asset declaration in 2003.

The documents come hours after the online news medium reported that the Code of Conduct Tribunal formally charged the embattled Senate President with 13 counts of financial crime, money laundering, and unexplained assets. Mr. Saraki’s trial is expected to commence tomorrow, September 18, 2015, as
he has been officially served today with the charges. Sahara Reporters has published a series of investigative reports detailing Senator Saraki and his wife, Toyin Saraki’s, career of plundering Societe Generale Bank, where he was an executive director and in which the senator’s family had controlling shares, as well as the finances of Kwara State during his eight-year tenure as governor.

An investigation by the Special Fraud Unit of the Nigerian Police Force revealed that Mr. Saraki not only went on a massive stealing spree that contributed to the collapse of Societe General Bank, but that he also masterminded a series of fraudulent schemes by taking out loans and bribing bank officials not to collect on those loans. Altogether, Bukola Saraki
has accumulated millions of dollars in unexplained expenses and assets. The latest documents offer a glimpse into his life of unexplained luxury and asset accumulation. The asset declaration forms also offer a glimpse into Mr. Saraki’s clever manoeuvres to conceal his stolen wealth by passing off some
assets to his wife, Toyin Saraki, and their two children, Semi Saraki and Teniola Saraki.

It is remarkable that Mr. Saraki’s 2003 Declaration of Assets Forms were filed on May 12, 2003, seventeen days before he
was sworn into office as Governor of Kwara State. Therefore, the assets he declared in the forms reflected the wealth Mr. Saraki had accumulated before he began an extensive plundering of Kwara State funds.

Mr. Saraki’s 2003 asset declaration documents reveal his astonishing wealth with no explanation for how he obtained it.

He and his companies had more than N51.5 million in Nigeria when he submitted these forms to the Code of Conduct Bureau in 2003. Mr. Saraki also had cash assets, under his name or
those of his companies, of at least 2.9 million pounds sterling and $400,000 dollars in 2003. Now these are the real assets.

Facebook Lauches “Facebook Shop”

Facebook’s move to become a go-to site for shopping apart from the regular socialising is finally a reality now, with the feature being officially released to the general public for a wide variety of retailers. Additionally, Facebook is expected to launch itsFacebook at Work out of beta by end of this year. The social network has introduced Shop sections to Facebook Pages where consumers can actually buy products without leaving the platform, and also see a full catalogue of goods on offer, unlike the Facebook Store by Shopify. An e-commerce website solution, Shopify, has collaborated with Facebook to roll out the new section, and for now, the feature is only available to Shopify retailers.

Shopify announced the news via a blog post on Wednesday, and added that it has been working with the team at Facebook for over past few months for the Shop Section.

The Shop Section on Facebook will make it easier for merchants to showcase products directly via their Facebook Page and even allow them [merchants] to direct shoppers to their online store or to checkout without leaving the Facebook site or mobile app. Facebook at this point is not taking a cut from shopping revenues.

The company on its blog post further details advantages of the new Shop Section, “Existing Facebook Store apps don’t work on mobile devices, which is how most people now use Facebook. As well, existing Facebook Store apps only add a tab to your page, while the new Facebook Shop section appears as a larger section on your main Facebook Page.

This means more people will be able to easily discover your products. Finally, the new Shop section includes a subscribe button that lets people get notified when you add new products.”

Over Presidential Appointments
Facebook’s attempt at being one of the preferred channels to communicate with the team members at work might
finally get a boost with the launch of a freemium version of the Facebook at Work by the end of this year.

IOS 9 UPDATE: Apple Customers Take To Twitter To Complain About Device Crashing.

A number of Apple Inc customers are reporting their mobile devices have crashed after attempting to download and install the new iOS 9 operating system, the latest in a line of launch glitches for the tech giant.Twitter and other social media were awash with disgruntled customers reporting two distinct faults, with one appearing to be linked specifically to older models of Apple iPhones and iPads.

“It is beyond inconvenient to not be able to use your phone for a day,” said student Pip Cordi as staff in the Apple store in central Sydney looked at her phone on Friday. “I have a lot of apps that I use for school – things like language apps and dictionaries and that’s all really important for my studies.”

Another iPhone user, Zorry Coates, said she had spent three hours in the Apple store and had been left with the option of either returning her phone to factory settings – losing any non-backed-up data – or waiting until Apple technicians announced an update.

“They said they were aware of the problem and their engineers were working on it 24/7, but they couldn’t tell me when – or how – I would get a solution,” Zorry said.

“I’m very annoyed because it’s wasted half my day. They pride themselves on being a company that’s flawless.”

Apple’s headquarters in San Francisco did not respond to a request for comment late Thursday. An Apple spokesman in Sydney said the company had no comment.

Despite any troubles, significant numbers of iOS users had upgraded; more than 16 percent, according to Mixpanel, a San Francisco, California-based analytics company, as of 4 p.m. PDT (2300 GMT) Thursday.

Error message
Charlie Brown, a technology expert at Sydney-based Cybershack, said any number of dissatisfied customers was significant in the social media era, particularly following the troubled rollout of iOS 8. Apple released several further updates to iOS 8, but some of the bugs were never fully fixed.

“The risk to Apple in terms of having dissatisfied customers is that as their customer base grows, so will the number of those dissatisfied customers,” said Brown.

One group of users reported that iOS 9 upgrade would fail after several minutes, requiring them to start the process over. Many posted screen shots of the error message they received: “Software Update Failed”.

That problem was likely caused by servers that were overloaded when too many people tried to download the upgrade simultaneously, tech analysts said.

“It’s like the Black Friday thing,” said Bob O’Donnell of Technalysis Research, referring to the major U.S. shopping sale day after Thanksgiving. “Some websites get creamed on the traffic on Black Friday.”

Other users, many of them with older devices, reported their devices seizing up on a “swipe to upgrade” page. The latest upgrade had been deemed by Apple as “friendly” to the older devices after the iOS 8 problems.

“Apple were saying the downloading mechanism doesn’t take as much space to download,” saidSydney-based Graham McKay, an IT support specialist.

McKay and Brown said they always advised clients to wait several days before downloading any new upgrades from Apple, Google Inc or Microsoft Corp to make sure any glitches had been found and ironed out.
Metering the upgrade, or allowing users to upgrade in waves rather than all at once, would have been a smarter approach, O’Donnell said.
“It’s a lot about setting expectations,” he said.

Apple did this week delay the release of watchOS 2, its updated operating system for the Apple Watch after it discovered a bug in development.

WAEC Adjusts GCE Exam Time Table Over Sallah Activities

The West African Examination Council (WAEC) has adjusted the timetable of the ongoing September/October 2015 West African Senior School Certificate Examination for private candidates in response to request by Muslim candidates.

Head of Nigeria National Office of WAEC, Mr Charles Eguridu, announced the change on Thursday in Abuja during a media parley with members of Education Correspondents Association of Nigeria (ECAN).

He disclosed that WAEC has rescheduled the examination that was supposed to take place on September 25 to October 10 because of Sallah festivities.

According to the new timetable, the Government 2 (Essay) and Government 1 (Objective) that were scheduled for 2pm and 4pm respectively on Friday 18, would now hold by 2:30pm-5:30pm for the papers 2 and 1 on the same date.

The Mathematics (2 & 1) earlier scheduled for Friday, 25th September has been postponed till Saturday October 10, with Paper 2 holding from 9:30am to 12noon and paper 1 from 3pm to 4:30pm.

He said the examination body is concerned about the yearnings of the people.

In his words: “Our muslim brothers expressed concern about the WAEC timetable of the ongoing examination.

Some papers were scheduled between 2:00pm and 4:00pm, and some just before the end of jumat prayers.

“Our attention has been drawn to this concern and only this afternoon the Chairman of WAEC Board in Nigeria, called my attention and we have decided to effect some amendment on the ongoing examination to address the concerns of our muslim brothers.”

The Chairman of WAEC Board who is also the Director of Basic and Secondary Education in the Federal Ministry of Education, Mrs Ann Okonkwo, called on Nigerians to support WAEC in its efforts to meet the growing demands.

Ministers Do Nothing but Make Noise – Buhari

President Muhammadu Buhari’s delay, in appointing ministers, three months after coming to power may not be unconnected with his believe that civil servants and technocrats are the ones who do the job of governance more than the ministers.

Buhari who departed Nigeria for France on Monday, during an exclusive interview with France 24 tv François Picard, on Wednesday, however, said he intends to stick with his decision to name his cabinet before the end of the month, but however, opined that ministers are only there to “make a lot of noise.”

Asked if the absence of a Minister of Finance was affecting the Nigerian capital market and economy, Buhari said: “No.

It is what we know –and which we learnt from the western system. The civil service provides the continuity, the technocrat. And in any case, they are those that do most of the work.

“The ministers are there, I think, to make a lot of noise; for the politicians to make a lot of noise. But the work is being done by the technocrats. They are there; they have to provide the continuity, dig into the records and then guide us, [those of us] who are just coming in.

“They have been there, some of them for 15 years, some for 20 years. So I think this question of ministers is political.

People from different constituencies want to see their people directly in government, and see what they can get out of it.

“As for the cabinet, I said we will have one by the end of the month, and time flies. The end of the month is coming too quickly for my liking.

BREAKING: Protesters Against Military Coup Killed In Burkina Faso.

At least three people have been killed and 60 injured during street clashes in Burkina Faso’s capital as protesters demonstrated against a military coup, a senior source in the main hospital has said.

Witnesses said that soldiers fired warning shots on Thursday to disperse crowds gathering in the streets of Ouagadougou, who responded by throwing stones.

The military had taken to the airwaves earlier on Thursday to declare it now controlled the country, confirming that a coup has taken place on Weednesday – just weeks before national elections.

UN Secretary-General Ban Ki-moon called for the country’s military to “exercise restraint”. Ban condemned “in the strongest terms” the coup led by a close ally of toppled former leader Blaise Compaore.

“Those responsible for the coup d’etat and its consequences must be held accountable,” he said in a statement.

In a statement, Susan Rice, the US National Security Advisor, said: “We call on the responsible parties to release immediately those being detained, order aligned forces to stand down, respect the rights of civilians to peacefully assemble, and put Burkina Faso back on the path to presidential elections in October.

“We are deeply disappointed that the self-interested actions of a few are threatening the historic opportunity that the people of Burkina Faso have to cast their ballots and build a new future for the country.”
